Governance Structure of the UEM

The organs of the UEM are:

  • The General Assembly;
  • The Council;
  • The Management Team.

The General Assembly meets every two years and is re-constituted every four years.

The Council of the UEM consists of a total of fourteen delegates
from the General Assembly:

  • the Moderator (as chairperson);
  • four persons from each of the three Regions;
  • one young adult.

The Council advises and supervises the Management Team, elects the General Secretary, appoints the Executive Secretaries as members of the Management Team; appoints the General Secretariat; determines the strategy and general direction of UEM.

The Management Team of the UEM consists of up to eight persons, who shall, with the exception of the General Secretary, be appointed for four years. The Management Team consists of the General Secretary and a maximum of seven Executive Secretaries of UEM. The Management Team has international composition and consist of men and women. The MT adopts standing
orders which require the approval of the Council.

The General Secretary, the Executive Secretary for Finance and Administration and one additional Executive Secretary make up the General Secretariat.
As contemplated in § 26 German Civil Code (Bürgerliches Gesetzbuch), the General Secretariat is comprised of three persons who are, with the exception
of the General Secretary, appointed for a term of office of four years. Als all other UEM bodies, also the General Secretariat reflects gender equality and  international composition.

The General Secreatary presides both the General Secretariat and the Management Team. He or she is elected for eight years, a re-election is possible.

Regional Assemblies: For each of the Regions Africa, Asia and Germany the General Assembly constitutes a Regional Assembly as a committee of the General Assembly. The Regional Assemblies are comprised of the delegates of the General Assembly from the respective region, as well as additional delegates from the regions.

The Regional Assemblies meet every two years, alternating with
the General Assembly. Thus, the UEM hopes to intensify the cooperation amongst members in the regions as well as the communication and understanding amongst members.
