18 months after its foundation the leadership of Democratic Republic of Congo's M23 rebel group called an end to a 20-month revolt, after the army captured its last hilltop stronghold. The M23 announced it would disarm and pursue political talks hours after government forces drove the rebels out of the villages of Tshanzu and Runyoni. The eucomenical network central africa (Ökumenisches Netz Zentralafrika, "ÖNZ") appreciates the end of armed violence. This could be an important step towards a lasting political solution.
The chief of staff and the commanders of all major units are requested to prepare troops for disarmament, demobilization and reintegration on terms to be agreed with the government of Congo. "The army has achieved a military victory. But the roots of the conflict are still not dealt with. Furthermore there are still thousands of refugees, who have lost their homes", said Dr. Jochen Motte, executive board member of UEM.
ÖNZ´s coordinator Dr. Ilona Auer-Frege also gives the advice, not to be to optimistic considering that there are many unsolved problems: "M23 is only one of many armed forces in DRC. The others will probably keep fighting and still pose a threat to the security of civilians. A lasting stability can only be achieved, when the structural problems, like corruption oder despotism, are dealt with. As long as there is no constitutional state, armed groups will try to enforce their interests with violence."
